Career in Public Service: Students Learn About Employment Opportunities
Kozybayev University organized a meeting for senior-year students with representatives of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in North Kazakhstan Region. Specialists from city departments and district akimats discussed employment opportunities in the public service with fourth-year students. They spoke about the procedure for entering public service, opportunities for young specialists to participate in the “With a Diploma — to the Village!” program, and the work of the School of Young Civil Servants.
“Within the framework of building an effective and professional public administration system, the President of the Republic of Kazakhstan places particular emphasis on attracting talented young people to the public service who can contribute to the development of the country. An increasing number of young people are participating in competitive selection processes. Approximately 4,000 civil servants currently work in the region, 30% of whom are young people under the age of 35. To enter the public service, citizens undergo a competitive selection process. Today, it has been simplified and is conducted online, providing equal opportunities to enter the public service. Since 2023, university graduates with a GPA of at least 3.33 have had the opportunity to be appointed without competitive selection to certain administrative public positions in the ‘B’ corps. In total, 38 such graduates have been appointed in our region,” said Darkhan Khairullin, Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in North Kazakhstan Region.
The School of Public Service has been operating under the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in North Kazakhstan Region since 2018. During this period, more than 200 students have participated in the program, 20% of whom found employment in the public service after graduation.
“As the Head of State has repeatedly emphasized, Kazakhstan needs professional, responsible, and proactive civil servants. Attracting well-trained young professionals with up-to-date knowledge and competencies to the public service is of particular importance. For the University, it is especially important that our graduates not only receive a quality education but also have opportunities to realize their professional potential and contribute to the development of the region and the country. More than 38% of graduates of the 2025–2026 academic year are employed in public institutions. They work in akims’ offices, departments and divisions of akimats, as well as in the police, prosecutor’s offices, state revenue authorities, state audit bodies, and other government agencies,” noted Yerbol Issakayev, Chairman of the Executive Board - Rector.
At the end of the event, students had an opportunity to fill out application forms to participate in the School of Public Service. They also had the opportunity to communicate with potential employers and learn more about opportunities to enter the public service, candidate requirements, and prospects for professional growth.
