Ivel Viktor Petrovich was born on August 11, 1950 in Chelyabinsk, graduated from high school in Chelyabinsk. After graduating from high school, he enrolled the Kazakh Polytechnic Institute in 1969, majoring in Automation and Telemechanics. From 1974 to 1992, he worked in engineering positions at the "Experimental Design Bureau" of the Kuibyshev Machine-Building Plant in Petropavlovsk, where, as part of the research team, he was engaged in the development of special-purpose onboard control systems. In 1985, He completed postgraduate studies at the GidroPribor Research Institute in Leningrad and defended his PhD thesis "Creation of underwater robotic systems".

Since 1992, he worked as a teacher at the Petropavlovsk branch of КarPTI, and then at the Department of Radio Engineering at the NКSU, where he supervised the section "Biotechnical and medical devices and systems". V.P. Ivel successfully combined his educational activity with scientific and production work. As the head of the Medpribor company, which was engaged in the development and implementation of medical equipment based on personal computers, he participated in the implementation of an international pilot project under a grant from the International Mercy Corps "Installation and trial operation of 4 ECG complexes in district hospitals of the North Kazakhstan region". In 2000, in accordance with the republican scientific program of research and development, as the head of the problem laboratory of the NKSU "Biomedtechnika" Ivel V.P. he took an active part in the development and creation of software and hardware complexes based on personal computers and serial medical devices. In the same years, as the head of the research carried out at the NKSU under the program of international cooperation with the People's Republic of China and by order of JSC "ZIKSTO", he participated in the implementation of research and development "Development of a high-precision automatic system for measuring and controlling the final state of a multidimensional non-stationary object".

In 1999, Ivel V.P. was transferred for two years to the position of senior researcher. During this time, he prepared, and in 2002 defended his doctoral dissertation on the topic "Theory, methods and means of automation of measurements and diagnostics in electrocardiology." In 2011. he was awarded the academic title of professor in the specialty "Computer Science, Computer Engineering and Management." From 2004 to 2013, he worked as the head of the Department of "Radioelectronics and Telecommunications" of the Faculty of "Power Engineering and Mechanical Engineering" of the M. Kozybayev NKSU. During this time, under his leadership, the material and technical base was significantly strengthened, a project was developed to create an educational and scientific center for the study of NationalInstruments technologies, master's and doctoral studies in the specialty "Radio Engineering, electronics and telecommunications" were opened.

Viktor Petrovich's research interests are quite extensive: robotics, neurosystems, identification of technical systems and processes, computer mathematics systems. Ivel V.P. is the author of 105 scientific papers, five monographs and more than 30 inventions. His works, written in collaboration with G.M. Mutanov, received great scientific resonance: "Automated systems for measuring and analyzing electrographic signals" (2002), "Modeling and identification of dynamic systems and processes" (2006), as well as the monograph "Computer modeling of underwater object positioning systems" (2001).

From 2012 to 2015, Ivel V.P. was the head of grant projects of the Ministry of Education and Science of the Republic of Kazakhstan: "High-precision automated system of rotation and lifting of freight rail cars", "Development of a system of semi-natural simulation of controlled motion of an underwater autonomous vehicle (robot)", "Adaptive control system of an underwater robot".

Viktor Petrovich Ivel is a competent specialist who harmoniously combines the qualities of an intellectual, teacher and scientist.
