The Board of Directors of the Non-commercial corporation "North Kazakhstan University named after M. Kozybayev", 150000, Petropavlovsk, 86 Pushkin Street, announces a competition for the vacancy of Chairman of the Board - Rector of the Non-commercial corporation "North Kazakhstan University named after M. Kozybayev", located at 86 Pushkin Street, Petropavlovsk.

The main subject of activity is the provision of educational services in the field of higher, postgraduate, technical and professional, post-secondary and additional education.
The purpose of the activity is to create the necessary conditions for obtaining high-quality education, training and teaching aimed at the formation, development and professional development of a personality based on national and universal values, achievements of science and practice, as well as for the development of scientific potential and commercialization of developments.

Requirements for the participants of the competition:
1) the presence of an academic degree of candidate or doctor of sciences, a degree of Doctor of philosophy (PhD) or a doctor in the profile, an academic title (preferably);
2) professional experience of at least 10 years, including at least 5 years in senior positions in the field of education and science;
3) knowledge of the organization of educational and scientific innovative activities, the principles of organizational management, state policy on the formation of Kazakhstani patriotism, education of the younger generation;
4) the skills of strategic planning, digitalization of business processes, fundraising and investment attraction;
5) leadership, creativity, innovation, critical thinking, intolerance of offenses;
6) knowledge of Kazakh and Russian, English (preferably) languages;
7) the availability of certificates of advanced training in the field of management and corporate governance in the field of science and higher education.

It is preferable to have certificates (diplomas) of advanced training in the main areas of the Company's activities.

A person cannot participate in the competition:
1) under twenty-five years of age;
2) previously committed a corruption offense;
3) having a criminal record which has not been removed;
4) registered in special medical institutions;
5) other cases provided for by the legislation of the Republic of Kazakhstan.

The person applying for participation in the competition submits the following documents:

1) an application in the prescribed form;

2) a copy of the identity document of the participant of the Competition;

3) the track record of the participant of the competition with a 3x4 color photo in the prescribed form;

4) Higher education institution development program;

5) copies of educational documents and their attachments with the presentation of the originals for verification:

- copies of educational documents received by citizens of the Republic of Kazakhstan in foreign educational institutions are accompanied by copies of certificates of recognition or nostrification of these educational documents issued by the authorized body in the field of education, with the exception of educational documents issued by foreign higher educational institutions, research centers and laboratories to citizens of the Republic of Kazakhstan – holders of the international scholarship "Bolashak", as

well as those subject to an international treaty (agreement) on mutual recognition and equivalence;

- copies of educational documents issued to the holders of the international scholarship "Bolashak" are accompanied by a copy of the certificate of completion of the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the joint-stock company "Center of International Programs";

- copies of educational documents subject to an international treaty (agreement) on mutual recognition and equivalence are accompanied by copies of certificates of recognition of these educational documents issued by the authorized body in the field of education;

6) a copy of the document confirming employment, certified by the personnel service at the place (current or last) of work;

7) medical certificate of health status (medical professional advisory opinion) in form No. 075/y;

8) a certificate from a neuropsychiatric organization issued no more than one year before the date of submission of documents, in accordance with the legislation on public services;

9) a certificate from a drug treatment organization issued no more than one year before the date of submission of documents in accordance with the legislation on public services;

10) a document confirming the absence of a ban on holding position in accordance with criminal law;

11) copies of certificates of professional development in the field of management and corporate governance in the field of science and higher education.

A person applying for participation in the Competition may provide additional information regarding their education, work experience, professional level and reputation (copies of documents on professional development, awarding academic degrees and titles, characteristics, recommendations, scientific publications and other information characterizing their professional activities, qualifications).

The content of the Company's development program should include:
1) the mission, vision for the main directions of the Company's development for 5 years, values and prospects for the development of the Company in accordance with the authorized documents of the Company and compliance with state interests and objectives (national and regional projects, concepts, instructions of the Head of State);

2) analysis of the current state of implementation of the authorized documents of the Company (specify two or three priority areas (goals) of development and achievement of indicators and indicators on them);

3) the main challenges that Society faces and (or) may face and proposals for solutions to them (analysis of the implementation of the strategy over the past period, problems, continuity of solutions);

4) expected results and achievements from the implementation of the Company's development program proposed by the participant of the competition.

The Company's development program should be presented in the form of a presentation, the volume of which does not exceed 10 slides in the Power Point format.

Acceptance of documents for participation in the competition is carried out within 10 (ten) calendar days from the date of publication of the announcement.
