The Council of young scientists (CYS) is an acting collegial Advisory body, which represents the youth meeting of Plenipotentiary representatives of faculties, Institute of the University, forming and implementing policies that protect the interests of young scientists and specialists.
The CYS consists of 13 people: young scientists of the University under 40 years of age who have a PhD degree or candidate of sciences, an academic master's degree or the status of a doctoral student studying at the University.

The main objectives of CYS are:
- increasing the interest of young scientists in research activities on a regular basis
- assistance in the growth of competencies in the field of research activities of young scientists of the University
- promoting the Association of young scientists of the University to solve priority scientific problems of the region and the state
- development of innovative activity of young scientists of the University
The main objectives of CYS are:
- Association of young scientists of the University and activation of their activities to achieve their goals, gain new knowledge, as well as the integration of joint scientific activities
- assistance to young scientists of the University in conducting fundamental and applied research
- creation of a database of research works of young scientists to monitor the most promising research for the region and the state
