Altai Kozhakhmet Kozhakhmetuly was born on April 15, 1938, in the city of Ridder, East Kazakhstan region. In 1956, he enrolled in the Petropavlovsk Agricultural College, specializing in accounting. In April 1958, he began his professional career as an accountant for material supplies at the "Kurgaldzhinsky" state farm in the Kurgaldzhinsky district of the Akmola region.
From August 1959 to August 1962, he served as a soldier in the Soviet Army, working as the chief accountant and political informant in a military unit that was part of the famous Baikonur Cosmodrome testing ground. In 1961, he entered the correspondence department of the Faculty of Economics at the S.M. Kirov Kazakh State University. After demobilization, he continued as a full-time student at the same institution. In 1966, he graduated from the Alma-Ata Institute of National Economy.
From July 1966 to November 1974, he worked as a chief economist and propaganda agitator in regional state farms. From November 1974 to May 1981, he was a lecturer at the North Kazakhstan Regional Party Committee, and from May 1981 to September 1984, he served as Deputy Head of the Regional Executive Committee's Labor Department.
In September 1983, at the Tselinograd Agricultural Institute, he defended his dissertation to obtain the academic degree of Candidate of Economic Sciences.
From 1984 to 1986, he worked as a senior lecturer in the Department of Social Sciences at the Petropavlovsk branch of the Karaganda Polytechnic Institute. From 1986 to June 1992, he was an associate professor in the Department of Basic Economic Theory and Political Science at the Petropavlovsk Pedagogical Institute. In January 1991, the USSR Higher Attestation Commission awarded him the academic title of Associate Professor in the Department of Political Economy and Socialism Theory.
From June 1992 to January 1993, he served as First Deputy Chairman of the Regional Economic Committee, and from January 1993 to August 1997, he was Head of the Regional Statistics Department. Throughout these years, he continued his scientific and pedagogical work at M. Kozybayev North Kazakhstan State University (SKU). In March 2001, by decision of the Academic Council, he was awarded the academic title of "Professor of M. Kozybayev SKU." In his teaching career, he lectured on political science, economic theory, socio-economic statistics, statistics, legal statistics, insurance, taxation theory and organization, and finance. He published more than thirty educational and methodological manuals in Kazakh and Russian, including Forms and Types of State Power (political science), Classical Economic Theory: Origins and Development (economic theory), and Socio-Economic Statistics and Statistics (statistics).
