Vladimir Semyonovich Vilkov was born on December 20, 1954 in the village of Presnovka, Zhambyl district, North Kazakhstan region. From 1973 to 1978, he studied at the Petropavlovsk Pedagogical Institute named after K.D. Ushinsky, after which he received the qualification of "teacher of geography and biology of secondary school" and was assigned to the Mamlyutsky district Department of Education. He began his career in 1978 as the director of the Belovskaya eight-year school. In 1980, he was transferred to the Kyzylasker secondary School of the same district as a director. In 1982, he was hired at the Petropavlovsk Pedagogical Institute named after K.D. Ushinsky as a teacher of the Department of Economic Geography. Since that time, his activity as a teacher and scientist began. In order to improve his scientific level, in 1985 he entered the graduate school of the Lomonosov Moscow State University, from which he graduated in 1988, and in February 1989 he defended his PhD thesis "Biology of waterfowl of Northern Kazakhstan". Over the years, he has worked his way up from a teacher to an associate professor, head of the department. Vladimir Semenovich has been the head of the Department of Biology for more than 20 years.

During thirty years of work, V.S. Vilkov has developed and taught at a high scientific and methodological level academic disciplines: "Evolutionary teaching", "Wildlife of the North Kazakhstan region", "Ornithology", "Hunting and hunting economy" and others. To ensure the educational process, 8 teaching aids have been published.

Vladimir Semenovich pays great attention to the scientific work of students. Under his leadership, more than 100 theses and 9 master's theses were prepared and defended. A bird lovers club (birdwatchers) has been established and is functioning, which has repeatedly won prizes at Kazakhstan competitions in sports ornithology. Students, thanks to the experience gained in field research, are regularly invited by Kazakhstani and foreign organizations to participate in research on the territory of Kazakhstan. Vilkov was the head of 5 works for the Republican competition of scientific student projects, which, according to the results of the competition, took second and third places.

V.S. Vilkov is the initiator of the study of the state and resources of the animal world of the region. Performed work on the biological justification of hunting farms. He spent a lot of time in expeditions to study the animal world: in 2003-2005 he participated in an international project to identify the condition of the thin-billed curlew; in 2007 he worked under the Sterkh program; in 2009, as part of an international expedition, he studied the condition of the squeaky goose in the territory of Kostanay region; in 2009-2010. He carried out research under the grant of the Kazakhstan Association for the Conservation of Biodiversity of Kazakhstan "Identification of key ornithological territories (IBA) in the territory of the North Kazakhstan region"; from 2010 to 2014 he worked as part of the AEWA grant group "Study of the condition of the squeaky goose" and others. Based on the results of his scientific activity, he has published more than one hundred and fifty scientific papers, including two monographs and 12 articles with a Russian citation index.

For his great contribution to research work in 2013, he was awarded the badge of the Ministry of Education and Science of the Republic of Kazakhstan "For Merits in the development of science of the Republic of Kazakhstan". In 2016, he was elected a Corresponding Member of the Academy of Natural Sciences of the Republic of Kazakhstan.

Vilkov V.S. actively participates in the activities of environmental and public organizations. He is a member of the Board of the North Kazakhstan Regional Society of Hunters and Fishermen, a member of the Council of the Kazakhstan Association for Biodiversity Conservation (KABC). In August 2015, in order to study the activities of public associations abroad on nature conservation, he took part in scientific seminars in England and Germany (RSPB, Frankfurt Zoological Society). Cooperates with the North Kazakhstan Regional Territorial Inspectorate of Forestry and Wildlife on the scientific justification of the activities of hunting farms and the removal of animals. Provides practical assistance in organizing and conducting animal population counts in hunting farms. He regularly appears in the media to promote nature conservation.
