The announcement on the conduct of the "Rent for a dining room" competition (hereinafter - the Announcement) was developed in accordance with the Rules for providing non-residential premises of the Non-Commercial Joint Stock Company "M. Kozybayev North Kazakhstan University" for property rental (lease), approved by the decision of the Board of NAO "M. Kozybayev North Kazakhstan University" dated 03/29/2021 (hereinafter - the Rules), decision of the Board of SKU named after M. Kozybayev No. 13 dated 08/28/2023, due to the need to organize and provide food for students and employees of NAO "M. Kozybayev North Kazakhstan University" (the need for a catering point).
Competition name: "Rent for a dining room"
Name and location of the competition organizer: NAO "M. Kozybayev North Kazakhstan University", Petropavlovsk, 86 Pushkin Street (hereinafter - the Competition Organizer).
1. Date, time and place of the competition
The meeting of the tender commission for opening envelopes with competitive applications of potential tenants for participation in the tender is held at "15" hours "00" minutes local time, "10" June 2024, at the address: Petropavlovsk, 86 Pushkin Street, building 1, office 208.
2. Place and terms of acceptance of applications for participation in the competition
Applications for participation in the competition are submitted by potential Tenants (lessees) or their authorized persons representing interests in submitting an application for participation in the competition on the basis of a power of attorney, in a sealed envelope until "15" hours "00" minutes local time, "10" June 2024 at the following address: Petropavlovsk, 86 Pushkin Street, office 208.
The application of a potential Tenant is not accepted after the deadline for accepting applications established in the announcement.
3. Brief description and information about the leased object, including its location, area, term of property rental (lease) and the amount of rent approved by NAO "SKU named after M. Kozybayev".
The tenant is obliged, before receiving the non-residential premises for rent under the Acceptance Certificate, within 5 working days from the date of signing the Agreement, to deposit a Deposit (guaranteed cash deposit) to the Landlord's account in the amount of 3 (three) monthly rents.
Lot No. 1: Non-residential premises for a dining room, with an area of 20.7 sq.m. excluding the dining area, located at: Petropavlovsk, 86 Pushkin Street, dormitory No. 1, 1st floor. Term of property rental (lease): from 06/12/2024 to 06/12/2025. Rent per month is at least 45,147 (forty-five thousand one hundred forty-seven) tenge including VAT and additionally utilities (electricity, heat, hot/cold water consumption).
Lot No. 2: Non-residential premises for a dining room, with an area of 23.7 sq.m. excluding the dining area, located at: Petropavlovsk, 2 Bostandykskaya Street, dormitory No. 2, 1st floor. Term of property rental (lease): from 06/12/2024 to 06/12/2025. Rent per month is at least 51,690 (fifty-one thousand six hundred ninety) tenge including VAT and additionally utilities (electricity, heat, hot/cold water consumption).
Lot No. 3: Non-residential premises for a dining room, with an area of 47.1 sq.m. excluding the dining area, located at: Petropavlovsk, 31a Abaya Street, swimming pool, 1st floor. Term of property rental (lease): from 06/12/2024 to 06/12/2025. Rent per month is at least 102,726 (one hundred two thousand seven hundred twenty-six) tenge including VAT and additionally utilities (electricity, heat, hot/cold water consumption).
Lot No. 4: Non-residential premises for a dining room, with an area of 49.7 sq.m. excluding the dining area, located at: Petropavlovsk, 81 Pushkin Street, educational building No. 4, 1st floor. Term of property rental (lease): from 06/12/2024 to 06/12/2025. Rent per month is at least 108,396 (one hundred eight thousand three hundred ninety-six) tenge including VAT and additionally utilities (electricity, heat, hot/cold water consumption).
Lot No. 5: Non-residential premises for a dining room, with an area of 30.4 sq.m., located at: Petropavlovsk, 87 Pushkin Street, educational building No. 10, 1st floor. Term of property rental (lease): from 06/12/2024 to 06/12/2025. Rent per month is at least 55,397 (fifty-five thousand three hundred ninety-seven) tenge including VAT and additionally utilities (electricity, heat, hot/cold water consumption).
4. Conditions for holding a competition for the property leased and selection criteria
4.1. The commission opens envelopes with applications from potential tenants and compares the applications of potential tenants submitted within the established period and registered in the relevant journal on the day of the deadline for submitting applications.
4.2. The winner of the competition is determined by the Commission by voting in evaluation sheets on a 5-point rating scale according to the selection criteria specified in the announcement. The winner is the potential tenant who scored the most points. The basis for the Commission's decision is the application of the potential tenant with the most favorable lease conditions for the Landlord, corresponding to or exceeding the requirements specified in the announcement.
Selection criteria:
4.3. In case of equal scores, the winner of the competition is determined by the chairman of the Commission or his deputy. In case of disagreement with the Commission's decision, any member of the Commission has the right to a dissenting opinion, which must be stated in writing and attached to the minutes of the 1 Commission meeting.
4.4. If the winner of the competition refuses to conclude an Agreement with the Landlord, the Landlord has the right to conclude an Agreement with the potential tenant who took second place.
4.5. If an application for participation in the competition is submitted by only one potential tenant or no applications have been submitted for participation in it, the competition for considering the issue of leasing the object is declared invalid. In this case, the secretary of the Commission draws up a protocol on declaring the competition invalid.
5. Deadline for submission of applications for participation in the competition
Applications for participation in the competition are accepted by the Competition Organizer until "15" hours "00" minutes local time, "10" June 2024 at the following address: Petropavlovsk, 86 Pushkin Street, office 208.

7. Technical specifications and other terms of lease
Specified in the technical specifications (Appendix 1 to the announcement).
8. List of documents required for participation in the competition
8.1. On the front side of the sealed envelope containing the application for participation in the competition, the potential Tenant (lessee) must indicate:
8.2. The application for participation in the competition is a form of expression of consent to participate by the potential Tenant (lessee) in the competition for the lease of premises for a cafeteria in accordance with the requirements and conditions established by the announcement.
8.3. The application for participation in the competition must contain:
For legal entities – certificate of registration (re-registration) of a legal entity, certificate of all registration actions of a legal entity, Charter, license/permit and/or other document confirming the right to carry out a particular activity in accordance with the requirements of the technical specifications or in accordance with the legislation of the Republic of Kazakhstan;
For individuals – certificate of state registration of an individual entrepreneur (if available), identity document of an individual, address certificate.
In the case of maintaining a register of participants of a limited liability partnership, a notarized copy of an extract from the register of participants of the partnership is provided;
8.4. The application for participation in the competition is submitted by the potential Tenant (lessee) in writing, signed by the first manager or authorized person and sealed (if available) in a sealed envelope before the expiration of the deadline for submitting applications specified in the announcement.

10.Other Information
The commission, no later than 10 (ten) working days from the date of signing the protocol on the results of the competition, publishes information on the results of the competition on the Internet resource of NAO "M. Kozybayev North Kazakhstan University".
